Für das Flussdelta zwischen Hamburg und Nordsee schlägt Peter Fend das Projekt Elbegas vor. Peter Fend fasst das gesamte Wasser-Einzugsgebiet der Elbe – es reicht von Tschechien bis zur Nordsee – als eine Einheit, als einen gesellschaftlichen Verantwortungsraum auf. Diese Verantwortung spiegelt sich im Zustand der Gewässer. Die Nährstoffe, die in dem Wasser-Einzugsgebiet aus Luft und Böden, aus Landwirtschaft, Städten, Verkehr und Industrie in die Gewässer gelangen, werden von der Elbe nach Hamburg transportiert und konzentrieren sich im Mündungsgebiet des Flusses. Hier schlägt Peter Fend die Gründung der Firma Elbegas vor, die die herangetragenen Nährstoffe zur Grundlage einer Algenzucht macht. Aus den Algen wird Biogas gewonnen. Mit dem Biogas wird das Elbeeinzugsgebietes versorgt, also der Raum, aus dem die Nährstoffe für die Algen- und Energieproduktion herangetragen wurden. Die Gesellschaft orientiert sich an einem Kreislauf von Nährstoffproduktion und Energiegewinnung. Darüber hinaus werden zu Algen-Erntemaschinen umfunktionierte Atom-U-Boote in die Karibik gesendet, um dort die (durch globalen Klimawandel) überbordenden Algenmengen zu ernten und in den Energiekreislauf zu überführen. <br>

Peter Fend comprises the whole drainage basin of the Elbe – reaching from the Czech Republic to the North Sea – as an entity, and as a space of social responsibility. The state of the water reflects this responsibility. The nutrients from the air and the soil, from agriculture, cities, traffic and industry, which gather in the drainage basin are transported by the Elbe to Hamburg and concentrate in the river mouth. Here, Peter Fend suggests the foundation of the ELBEGAS enterprise in order to make the nutrients the basis of an algae farm and to obtain biogas from the algae. The biogas will be delivered to the region of the Elbe river mouth, which is the area where the nutrients for the algae farm and the biogas plant concentrate. The society is guided by the natural cycle of nutrients and energy. Additionally, nuclear submarines that have been transformed into algae harvesting machines will be sent to the Carribean to harvest the exceeding algae there prompted by climate change, and to transfer them to the energy cycle.
