Proposal 2 for the execution of the "Free River Zone"

The Elbe delta will be left to its own dynamics.
Redirection of the traffic from the Elbe to a canal.
The greater part of the harbour will be sealed off from the tide and from the natural flow of the river.
The thoroughfares of the ships will be in great parts free from the influence of the tide, the weather, and sedimentation.
